I guess it's not much different than window cleaning a skyscraper. Although thinking about that, cleaning the windows of a skyscraper might be riskier, dangling in a harness.

But the skyscraper sides are usually straight and it doesn't move.

Window cleaners do not dangle in a harness. (The harness has "leg holes" (there's a strap in your crotch on the inside of each thigh)- it isn't just around your chest - if it was just on your chest, if your arms were pushed up, you could slip through and fall out of it which would defeat the purpose of the harness. And dangling in it for any length of time would be painful.) The harness is just in case the scaffolding fails.

Well, yes, I know it's a kind of whole body harness. Of course.
As to the scaffolding, that's often used. But not always. Look here, quite a number of examples of dangling window cleaners without scaffolding.

But I don't think they are in a harness - that's more like a bos'n's chair or a climber's harness. That's way more comfortable. That's what my husband uses to go up the mast of our sailboat. A climbing harness and ascenders

Well, I'm not familiar with all the different types of harnesses available for different activities. All I know is that scaffolding is not always used when window cleaning skyscrapers and that they then "dangle" in some sort of harness-like thingy. :D
 
I used to be an OSHA inspector- we were given training on the kinds of harnesses and were shown the safety harnesses and told of the hazards. And I once was trying to winch my husband up in a bos'ns chair and got the lines crossed on the winch and could not get him down again. He'd still be there if someone smarter than me hadn't come along and rescued him. :)
