I was wondering about the empty shelves too. It looks like a modern building. Maybe it’s new and they’re in the midst of moving the books?

Exactly, it is a fairly new building and there's space for more books in the future. This is the ground floor where all the public have access and can take a book from the shelf to read or sit on the public computers or even listen to a piano player, or attend a speech .
The last picture is from the top floor where you can have a wide view of the sea, take some coffee and read a book.

I didn't go to other floors that are more specific, with staff offices.
