Rescuing small censor images

I am still going through my archives and reusing some of my 5Mpix images to make something I can post here. Here is the original. It was underexposed so I have tweaked Levels in PS and resized it It's just good enough for posting full size but a cropped version shows JPEG artifacts. Here is...
